Yes the CPS if it totally fails or becomes disconnected it will not tell the fuel pump to send fuel. The RAV4.1 fuel pump is only engaged when the engine is turning over. You won't hear it run just by turning the the key to the on position.TL;DR: I have a 2008 Toyota Sequoia 5.7L with a fully charged battery that has a no crank no start condition.
