It was codified in state law in 1984 by Public Act 431. The Department was headed by a Director that was appointed by the Governor.The Michigan Trout Stamp program began in 1948 as a program to raise revenue for the Department of Conservation Fisheries Division. Artists submitted entries for the annual competition in hopes of being selected for the stamp. The competition ended in 1996.
