The feature doesn't seem to actually filter calls, nor in a "plus" manner. Verizon's online help doesn't really explain what a customer sees within the filter, nor exactly how it's supposed to work. Add in your specific phone's call filtering features, and it's difficult to see what your phone is doing vs what Verizon is doing to filter calls.
