Some cargo netting got jammed in the latch and when someone tried to open it, they forced it and broke both cable ends. 1997 model year may be different, but I was able to pull the inner panel off and then release the latch with some pliers from the inside.

Check fuse F65 in the passenger compartment under glove box. If that is ok you should see a small rectangular panel on the inside of the liftgate if you fold the back seats down.
