I have read this issue can be caused by excessive saves/autosaves and having many items placed within but in my case, the issue seems to have been caused by sending my family there. I can load a save before I sent my family there and it loads just fine. Equip a junk weapon and activate the rack. The junk weapon should go in, and then make the original weapon grabbable. Then you can take both. With some testing, it seems this only works on the standing wall racks, and not dagger racks. I'm going to doore tests to see if waiting and exiting/re-entering the cell works.
