I too am following Jame's levelling guide. I never picked up The Lost Courier but for some reason I can't seem to pick up this quest. I completed all the other quests leading up to this point. I've even gone as far as attempting to pick up The Lost Courier quest, after the fact, but it won't let me do that either.
