Only way to get it on siptah is by transferring a character to siptah with the recipe already learned. FYI Transfers are disabled. The recipe for glowing essence is located in The Dregs, not readily available on the Isle of Siptah, unless you loot from mobs called by the Surge or by combining schematic fragments.
