In my opinion the best rest times and rep ranges are the ones you're not doing. Ex. If you've been doing sets of 8 with 45 seconds rest for a while change up either the rep\weight or the rest time for a few weeks and change again. Lower reps heavier weights, higher reps lower weights, vary rest times each time you change it up every 3 - 4 weeks.You should lighten the weight so that you can do more reps, so that your total number of pounds lifted (a.k.a. VOLUME) is higher. So lifting 315 for 3 is 945 lbs of volume. Lifting 225 for 10 is 2250 lbs of volume. By lifting lighter, you can lift more overall.
