Nothing spectacular but good enough to carry battles with a proper team. At +15 . If i go for a chunky Zahhak i will try to reach 15K HP, Exactly 50% Crit Chance or not more tahn 60%, 250% crit damage minimun and 1200 DEF. Between 2.7 and 3K attack should be enough in a counter build. And 145-150 spd if possible.So I use border coin for the speed and the attack increase everytime I s2, my Zahhak cycles so fast that I get around 290ish speed after 3 uses of s2. As a starting point I want to suggest Zahhak with a lot more attack/crit damage and 70% CC. Getting a fast Zahhak is kinda hard, it is more forgiving than a lot of units since he doesn't have a need for 100% CC, but it's still pretty tough and zahhak will do what you need him to do within the 220-230 Speed range provided he has enough damage.
