I've searched through the whole of the DMG treasure section and even legendary weapons only have a +3. Wizards can use Arcane Focus items as an Arcane Focusruby of the war mage goes on any simple or martial weapon. the ruby doesnt say it makes the weapon magical by attaching the ruby, so you can infuse the weapon as if the ruby wasn't on that weapon. A Staff is a weapon, so you can fasten the Ruby to it, to get the Enhanced Arcane Infusion bonus for both Artificer and Wizard spells.
