Bolt gems are very hard to get early. There's a nice 16.5% waning gem near the beginning of Yahar'gul, so you can get that right after Rom. As Topher0gr said you can also get waning elemental gems from Silverbeasts in Nightmare Frontier, and better ones from the same enemies in Mensis, but that 16.5% is pretty good.Very first fire from is in cathedral ward behind. Putting the fire gem in changes all physical damage to fire damage and uses arcane for the scaling. If you are wanting physical damage for a str/skl build then you wouldn't want to do that.
