Possible the 10Gb port/circuit in the ONT got damaged when the power went out (flicker caused a surge) or came back on (possible surge). On the 1Gb or higher plans, the 10Gb port is used, the 1Gb port is for under 1Gb. My guess is the ONT will need to be replaced. 2.
