It seems they both use the TBBC bullet but the LE223T3 is just nickel plated and is loaded at a lower pressure. Prices online puts the LE223T3 to be more expensive than the FBI version too.

For an 11.5" shooting a 55gr, you're going to lose the hydrostatic shock capability of the bullet at *about* 200 yards. Bullet will be transonic at about 500-550 yards. I bought the Hornady 5.56 TAP SBR several years ago. It shot well from my 10.5" SBR, actually much better than the Federal XM556SBCT3 round as far as accuracy where I was getting a little better than 2 MOA at 50 yards vs over 3MOA from the SBCT3 round.
